La Federvela tedesca con un breve comunicato ha reso noto che il prossimo German Open si terrà a Kiel.
Non più dunque Campionato tedesco in Italia presso il Lago di Caldonazzo, ma sul Mar Baltico nell'ambito della Settimana di Kiel, la celebre Kieler Woche.
Pubblichiamo il breve comunicato della Deutscher Segler-Verband che è stato inviato per conoscenza alla SCIRA Italia:
"Per celebrare il 125° anniversario della settimana di Kiel, la Federazione tedesca della vela comunica la propria decisione di disputare il Campionato tedesco open della Classe Snipe in territorio tedesco. Il campionato nazionale si terrà nella località di Kiel da giovedì 21 a domenica 24 giugno 2007."

ISAF Grade 1 for the olympic classes
World Championship for X-35

The Event consists of three parts:
1. Olympic Classes: Saturday 16th - Wednesday 20th, June
2. National and International Classes: Thursday 21st - Sunday 24th, June
3. Offshore Classes: Saturday 16th - Tuesday 19th, and Friday 22nd - Saturday 23rd, June
4. X-35 WM: Tuesday 19th - Sunday 24th, June

The event is organized by:
• Kieler Yacht-Club,
• Norddeutscher Regatta Verein,
• Verein Seglerhaus am Wannsee,
• Hamburger Segel-Club,

in cooperation with:
• Surf- Club Kiel,
• Warnemünder Segel-Club
• und Berliner Yacht Club.

The Regatta office is located at Kiel-Schilksee Olympic Centre.

1. Rules
1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

1.2. No national authority prescriptions will apply. Except Offshore: please see SI 1.10.

1.3. When checking in, each boat may receive bow numbers and/or Sponsor Logos. These numbers/Logos shall be fixed clearly visible on the boats. Please see the Sailing Instructions.

1.4. Jury-Hearings may be conducted under the Arbitration System.

1.5. If there is a conflict between languages the English text shall prevail.

1.6. Every boat (except Laser & Laser Radial Class, Surfboards, 29er, 49er and Offshore) shall carry a floating rope. It shall be of sufficient strength, at least 15m length, diameter not less than 8 mm to tow several boats.

1.7. The Race Committee will subject boats to random measurement checks. An appointed committee will check the observance of the rules and the safety equipment. In alteration of RRS 63.1 boats not complying with the rules will be penalized without a protest hearing.

1.8. A change of the entered Sailnumber will be allowed until registration. Boats shall use the Sailnumber of their boats measurement certificate, only.

1.9. Part 3 Offshore Regatta: ORC Special Regulations governing offshore racing shall apply. All Kieler Woche offshore races are rated category 4. The "Sicherheitsrichtlinien, int. und nat. Richtlinien für Ausrüstung und Sicherheit Seegehender Segelyachten”, latest Version of German DSV, inclusive “Special Regulations des ORC” will apply.

1.10. Under rule 86.2 and Regulation 31.1.3, the ISAF has approved the use of Addendum Q to the sailing instructions of events in 2006 for umpired fleet racing in the last race of the regatta. Addendum Q will apply to the last race, called the ‘medal race’, of this regatta for the olympic classes plus some International-/National classes. It will be included in the sailing instructions and is available on the ISAF website www.sailing.org.

2. Advertising
2.1. The ISAF Regulation 20 Advertising Code shall apply.

3. Eligibility and Entry
3.1. The races of the Kieler Woche are open to classes: see Notice of race pt. 5. For olympic classes: The ISAF Eligibility Code shall apply.

3.2. Eligible boats may enter using either:
3.2.1. Preferrably by Internet: Online-entries via Internet will be accepted only if the official entry form is being used. The form shall be filled in completely. The organizers shall be authorized to collect the entry fee electronically.

3.2.2. Paper Mail: A completed and signed official form shall be sent to the organizers. The organizers shall be authorized to collect the entry fee electronically.

3.2.3. FAX: Faxed entries will be accepted on the official entry form only. The organizers shall be authorized to collect the entry fee electronically.

3.2.4. Any entries without using the official form will not be accepted.

3.3. Entry closes on May 29th, 2007

3.4. Late entries will be accepted up to June 6th. An extra fee of 50% will apply.

3.5. The organizers reserve the right to accept entries in exceptional cases. An extra fee of 100% will apply.

3.6. If entered the entry fee shall be paid, even if the entry is cancelled later, or the boat does not show up. Entry fees will not be refunded.

3.7. The minimum number of entries is 25 boats for each class.

3.8. 420 class: There is an entry limit for German 420 sailors. The first 150 helmsmen based on the ranking list valid at the entry closing date of the regatta are eligible to enter. In case of discrepancy the German 420 class association will decide.

4. Classification
4.1. The ISAF Sailor Classification Code is required for olympic classes.

5. Fees etc.
5.0. Helmsmen born 1989 or younger can reduce the entry fee by 20%. (Not applaying to late entries)

6. Qualifying series and final series
6.1. The Part I & II may consist of a qualifying, a final series and a medal race. This will be posted on the official notice boards before 11.00 hrs. on the first day of scheduled racing.

6.2. The following classes might sail an umpired final.
• Part I: all Olympic classes
• Part II: Laser Radial M, 29er, 420, Pirat

7. Schedule
7.1. Registration:
The Regatta Office for part 1 & 2 is located at the Kiel-Schilksee Olympic Centre and will be open on Friday, June 16th 14.00 - 20.00 hrs., thereafter daily 08.00 - 20.00 hrs.

7.1.1. The Regatta Office for Part 3 (Offshore) is open:
-Friday, June 15th 15.00 - 22.00 hrs. and Saturday, June 16th 07.00 - 09.00 hrs. at the clubhouse office of the KYC, Hindenburgufer 70, Kiel
-Saturday, June 16th 12.00 - 20.00 hrs. and Sunday, June 17th to Sunday, June 24th 08.00 - 20.00 hrs. Olympiacenter Schilksee
-Friday, 22nd June, 15.00 - 16.30 hrs. at the clubhouse office of the KYC, Hindenburgufer 70, Kiel.

7.1.2. Boats which are not registered at least 1 hour before their first start may be scored DNS.

7.2. Dates of racing / skippers meetings / first start:
7.2.1. Part 1 Olympic Classes
Racing is scheduled for Saturday until Wednesday. Saturday, June 16th, Skippers' meeting at 11.00 hrs, pls. see the sailing instruction for the location.
Saturday, June 16th 1st start:14.00 hrs.

7.2.2. Part 2 National and International Classes Racing is scheduled for Thursday until Sunday. Thursday, June 21st, Skippers' meeting at 11.00 hrs, pls. see the sailing instruction for the location. Thursday, June 21st first start: 14.00 hrs.

7.3. Part 3 Offshore Regattas
Racing is scheduled from Saturday to Tuesday, Friday - Saturday.
The class X-35 will sail a WC from Tuesday 19th to Sunday 24th.

7.3.1. "Welcome Race" Kiel to Schilksee: "WR" Saturday, June 16th
Measurement: IMS, ORC-Club, One Design Classes 1st start 09.30 hrs. in front of the Kieler Yacht Harbor Kiel - Düsternbrook racing on the Kiel Bay.
Finish in front of Bülk on the outer fjord.

7.3.2. Kiel Cup: "KC"
Sunday, June 17th - Tuesday, 19th; Triangle or Up - Down courses.
Measurement: IMS, One Design Classes
1st start 10.30 hrs. Racing area: “Alpha”

7.3.3. Kiel Cup for ORC-Club: "ORC-KC"
Sunday, June 17th; Triangle or Up - Down courses.
Measurement: ORC-Club 1st start 1030 hrs.
Racing area: “Alpha” On Wednesday and Thursday no IMs and OD Racing ex. X-35.

7.3.4. “After Work Cup” “AWC”
Friday, June 22nd. Measurement: IMS, ORC-Club, OD.
1st start 17.00 hrs. in front of the Kieler Yacht Harbor, Kiel- Düsternbrook Finish in outer Kiel Bay Aera “Alpha”.

7.3.5. Senatspreis der Freien und Hansestadt Hamburg on Friday: “SEN”
Saturday, June 23rd. Measurement: IMS.
ORC-Club and OD 1st start 1030 hrs. on Racing area “Alpha”

7.4 Number of races: Please see the Sailing instructions.

8. Measurements
8.1. In addition to RRS 78.2 the measurement certificate might be inspected throughout the event.

8.2. For Offshore
8.2.1. A copy of the IMS and ORC measurement certificate shall be delivered with the entry. Only one certificate is allowed for the whole Kieler Woche.

8.2.2. An ORC-Club measurement certificate is required for racing in: “WR”, “KC-ORC”, “AWC” & “SEN-ORC”.

8.2.3. An IMS Certificate is required for racing in: “WR”; “KC”; “AWC” & “SEN”.

8.3. Classes 420, 470 and Tornado: The class rule limitation to use only one set of sails will not apply. A change of sails is allowed.

9. Sailing Instructions
9.1. The Sailing Instructions and the Notice of Race will be available at registration.

10. Venue
10.1. The Venue is located at the Kiel-Schilksee Olympic Centre, Kiel, Germany, Europe.

10.2. Sailing will take place on the Baltic Sea in front of Kiel-Schilksee. Final races may be sailed in the inner fjord.

11. Courses
11.1. The courses will be defined in the sailing instructions.

12. Penalty System
12.1. Decisions of the int. jury will be final as provided in rule 70.4.

13. Scoring
13.1. Part 3 Offshore: The “Performance Curve Scoring” and the recommendations of the DSV will be used for IMS yachts.

14. Support Boats
14.1. Before racing support boats shall be registered and pay a harbour fee of 40 Euro.

14.2. A unique registration number will be assigned to each support boat.

14.3. Support boats shall fly their registration number open visible.

15. Berthing
15.1. Boats shall be kept in their assigned places in the boat park / harbor.

16. Haul-out restrictions
16.1. Keel boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the jury.

17. Diving Equipment and plastic pools
17.1. Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the preparatory signal of the first race and the end of the regatta.

18. Radio communication
18.1. A boat shall neither make radio transmission while racing nor receive radio communication not available to all boats. This restriction also applies to mobile phones.

19. Prizes
19.1. National- and Internationl Classes, Part 2: Point prizes will be awarded to the best six scored boats of each class.

19.2. Olympic Classes, Part 1: The best three boats of each class will be awarded gold, silver and bronze medals.

19.3. Offshore, Part 3:
19.3.1. Point prizes will be awarded according to the following scheme: Each group of up to 4 yachts one prize but never more than three prizes.

19.3.2. If there are less than 4 yachts in a class, no point prizes will be awarded.

19.3.3. There is a Special Price/scoring for the KAISER-POKAL.

19.4. For all participants:
19.4.1. Additional special prizes and Perpetual trophies for the individual classes will be listed in the program.

19.4.2. Every participating boat will receive a Kieler Woche Plaque.

19.4.3. Whenever there is any doubt as to the entitlement of claims or to awards of perpetual trophies or special prizes, a body constituted of the race committee chairman, the Jury chairman and the officer in charge of prize-giving-ceremonies will decide. Their decision will be final.

19.4.4. All winners of perpetual trophies (except finally won) are requested to send those trophies back to the organizers at least 4 weeks prior to the beginning of the next Kieler Woche.

19.4.5. Please note that only the organizer will engrave the winner's names on perpetual trophies.

19.4.6. Prizes not claimed at the Prize Giving Ceremony will remain with the organizers.

20. Disclaimer of liability
20.1. Limitation of liability - cognovits clause.
The responsibility for the decision of a coxswain to participate in a race or to continue with it is solely with him; to that extent he also takes the responsibility for his crew. The coxswain is responsible for the qualification and the correct nautical conduct of his crew as well as for the suitability and the transport-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event. In these cases there does not exist any liability for compensation of the organizer to the participant. In case of a violation of obligations that do not constitute primary respectively material contractual duties (cardinal obligations), the liability of the organizer, no matter because of which cause in law, for material and property damages of all kinds and their consequences that arise to the participant during or in connection with the participation in the event resulting from a conduct of the organizer, his representatives, servants or agents, is restricted to damages that were caused willfully or grossly negligent. When a violation of cardinal obligations occurs, in cases of simple negligence the liability of the organizer is limited to foreseeable, typically occurring damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use - from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realization of the event. The effective racing rules of the ISAF, the administrative regulations regatta-sailing and the articles of association of the DSV, the class rules as well as the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognized.

20.2. The german law shall prevail.

21. Insurance
21.1. Each participating boat shall be insured with valid (and for the racing area suitable) third-party liability insurance with a minimum cover of 1,500,000 € per event or the equivalent.

22.2. Class and private parties during the event in the harbor area must have the permission of the organizers application shall be made prior to the event.

22.3. In participating in the event, a competitor automatically grants the organizing authority and the sponsors of this regatta, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still motion pictures and live, taped or filmed television and other reproductions of him/her during the period of the competition for the said of the event in which the competitor participates and in all material related to the said of the event without compensation.

22.4. Every boat may receive on-board-cameras, GPS navigators or similar equipment.

Information's, Not part of the notice of race
1. Organization
1.1. Logistics / For participants arriving for part 2: Due to the logistic overlap of part 1 and 2, the entrance to the harbor area may be temporarily closed on Wednesday. In this case the cars will be diverted to the parking area “Tempest” or the soccerplace Schilkseer Str.

1.2. Traffic regulations
During the Kieler Woche a altered traffic regulation will apply in the Kiel-Schilksee Olympic Centre. All participants are urgently requested to observe the traffic signs when approaching Kiel-Schilksee and to cooperate with the police and the organizers. The participants will be given further instructions at the entrance to the Kiel-
Schilksee Olympic Centre.

1.3. The harbor area is closed over night for all vehicles.
Opening hours: Thursday, 14.06., 12.00 - 24.00
Friday, 15.06.,06.00 - 24.00
Saturday, 16.06., 06.00 - 12.00

1.4. Temporary Access to the harbor
You may temporarily access the harbor if a deposit of 50.- € is payed. You get the money back only if you leave the harbor after one hour. Pls see 1.6!

1.5. Parking
Sufficient parking space for cars is available near the Kiel-Schilksee Olympic Centre.

1.6. It is not permitted to leave cars and/or boat trailers in the harbor area.

1.7. Cranes
Keel boats arriving by trailer may be launched and hauled out by the cranes in the Kiel-Schilksee Olympic Centre only. During the event a craning fee for one launching and one haul-out is included in the entry fee.

1.8. Moorings
For keel boats in the Kiel-Schilksee Olympic harbor, for centerboard boats in the harbor area of the Kiel-Schilksee Olympic Centre. For participants no harbor fee will be collected during the period from June 16th-24th.
1.9. Boats may stay or be craned in the Strande harbor, but not for free. Fees have to be paid by the owners.

1.10. The organizers draw your attention to the fact, that the responsible drivers of rubber- or other motorboats has to possess the Sportbootführerschein See or an equivalent license of his home country.

1.11. German law limits the maximum speed in Strander Bucht to 10 mph.

3. Camping
A camping site for tents and caravans of the participants is available north of the Kiel-Schilksee Olympic Centre.
Fees:
Caravans 5.- € to 20.- € per day
Tents 2.50 € to 15,- € per day plus the cost of electric power
